Lagos was born in San Salvador, El Salvador on July 4 1954. Pursuant to U.S. Immigration protocol, his —single parent— family established legal residence in the U.S.A. in 1966. Lagos attained US citizenship in 1972. He was raised in the Washington, D.C. metropolitan area. He was a student in Wakefield High School in Arlington, Virginia and graduated in 1973.
After graduating from high school he held a number of menial jobs in Virginia such as a pet shop manager, pumping gas at the local Shell gas station or flipping burgers at the Red Barn, a local fast-food restaurant.
He had a decision to make at this point of his life and at nineteen years of age he enlisted in The United States Air Force for one tour of duty in 1974. He fulfilled his military service as a Medical Administrator in the 92nd Medical Group, USAF Medical Center, Fairchild AFB, WA.

Following an honorable discharge from active duty in 1977, he began his formal education at Eastern Washington University, focusing his studies was Studio Arts. Art History, as well as German and French languages. After a year of rigorous training, in 1996 he attained the prestigious "Le Grand Diplôme de Cuisine" at Le Cordon Bleu in Paris, France.
Circumstances complicated by health issues impeded his goals; owning a French Bistro, and career as a Chef de Cuisine. Instead, he dedicated himself to pursuing his artistic endeavors, his true calling in life, painting. He complimented his art related studies from Eastern Washington University by attaining a Fine Arts Graphic Design degree from Clark College in Vancouver, Washington in 2012.

In the mid 80’s he was the Art Gallery Director on board the cruise ship M/V Stardancer for Admiral Cruises and Sundance Cruises. It was during this time that the pursuits as a professional artist ensued and continue until today.
